“Vladimir Putin signed the Decree “On Amending the Decree of the President of the Russian Federation of September 24, 2022 No. 664 “On Granting a Deferment from Conscription for Military Service for Mobilization,” the Kremlin press service reports.

It is noted that the deferment is provided for the first time receiving education of the appropriate level in full-time and part-time (evening) forms of education.

In addition, this right exists in educational and scientific organizations for state-accredited educational programs of secondary and higher professional education.

These include residency, assistantship and internship programs.

We are also talking about granting deferrals in spiritual educational organizations.

On September 21, Putin announced the decision to announce a partial mobilization in Russia.

According to him, partial mobilization should primarily concern those citizens who have served in the armed forces, have in-demand military specialties and relevant experience.

On October 5, Putin signed a decree granting a deferment from partial mobilization for students studying in the evenings, as well as graduate students and residents.
