• 4:25 a.m .: Putin plans to officially annex four Ukrainian regions

Long speech and festivities in Moscow: Russian President Vladimir Putin planned to ratify the annexation by Russia of four Ukrainian regions on Friday, September 30 in the middle of the day, threatening to use nuclear weapons in the face of invectives from kyiv and its Western allies.

The Kremlin is to host a ceremony for these annexations at 12:00 GMT during which Vladimir Putin is to deliver "a voluminous speech", according to his spokesman Dmitry Peskov.

The Russian capital has prepared for festivities, with restricted traffic on Friday, including a concert in the shadow of the Kremlin walls at which Vladimir Putin could make an appearance.

The UN Security Council will vote on Friday on a resolution condemning the "referendums" for the annexation of several Ukrainian regions, the French presidency of the Council said Thursday evening.

 The resolution prepared by the United States and Albania, the precise content of which is not yet public, has no chance of being adopted due to Russia's right of veto, but it should then be presented to the UN General Assembly.

Vladimir Putin is due to preside on Friday in the Kremlin at a signing ceremony for the attachment to Russia of the four Ukrainian territories where annexation referendums have been organized in recent days, in the regions of Donetsk, Luhansk, Zaporizhia and Kherson.

Ukrainian President Volodymyr Zelensky will chair an emergency meeting of the National Security Council on Friday.

According to Oleksiy Danilov, secretary of the National Security and Defense Council, "important and I think fundamental decisions for our country" will be taken.

Danilov, who was interviewed by Ukrainian channel 1+1, did not reveal any details.
