In an interview with TASS, the Russian diplomat mentioned the previously published “Reference Material on Efforts to Reduce the Threat of Weapons of Mass Destruction (WMD) with Ukraine, Russia and Other Former Soviet Countries” on the website of the US military department.

It noted that the United States allegedly conducts peaceful activities in the biological sphere in the post-Soviet space.

“We consider this material as a stuffing and as part of an information campaign initiated by Washington to justify the military biological activities of the United States in the post-Soviet space in order to divert the attention of the international community from its true opaque and unseemly direction,” she said.

According to Zakharova, the US actions violate Washington's international obligations, including those under the Biological and Toxin Weapons Convention (BTWC).

As the Russian ambassador to Washington, Anatoly Antonov, noted, a whole network of American biological laboratories has “spawned” around Russia.

According to the Ukrainian Security Service, back in 2017, the secret service stated that the United States wanted to use Ukrainian laboratories to create or modernize new types of biological weapons.
