Azarov added that in 2010 the Ukrainian government under his leadership acted in strict accordance with the law, which allows the Cabinet of Ministers to negotiate and conclude international agreements.

On May 31, the office of the Prosecutor General of Ukraine announced that the Pechersky District Court of Kyiv would try Azarov in absentia in the case of his signing the Kharkov agreements, which extend the stay of the Russian Black Sea Fleet in Ukraine after 2017 for 25 years.

In October 2021, a court in Kyiv arrested Mykola Azarov in absentia on suspicion of high treason while concluding the Kharkiv agreements.
