Accelerate the construction of a new power system

  "In the long run, realizing the large-scale and high-quality development of new energy and building a new power system with a gradually increasing proportion of new energy is a complex system engineering, and one of the core tasks is to accelerate the effective and reliable replacement of fossil energy by new energy. " said Du Zhongming, president of the Electric Power Planning and Design Institute.

  The plan makes systematic arrangements for the innovation of planning concepts, the configuration of hardware facilities, the transformation of operating methods, and the innovation of systems and mechanisms.

  First, through the system optimization of the time-space layout and construction of the source network, load storage, and construction, comprehensively improve the adjustment ability and flexibility of the power system, continue to improve the overall ability of the power system to accept new energy, and continuously increase the ability of the distribution network to accept distributed new energy.

Encourage the signing of long-term electricity purchase and sale agreements, and encourage new energy projects to participate in electricity market transactions in the form of contracts for difference in the pilot areas of the electricity spot market.

  The fourth is to strengthen the implementation of the renewable energy power consumption responsibility weight system in terms of policy mechanisms. The consumption responsibility weight at the national level increases year by year, and the responsibility weight of the provincial governments and market entities that bear the consumption responsibility weight increases or maintains year by year, and gradually shrinks. In the construction and management of new energy projects, the plan calls for simplifying management procedures, improving service levels, and proposes three new measures.

  ——Improve the efficiency of project approval, simplify project management procedures, improve the investment approval (recording) system for new energy projects, and promote the adjustment of wind power projects from the approval system to the recordation system, with new energy as the main body. For integrated energy projects such as power grids, the approval (recording) procedures can be handled as a whole.

  ——Optimize the grid connection process of new energy projects. Power grid companies should establish a one-stop service platform for new energy projects, update and provide relevant information in a timely manner, including available access points, accessible capacity, technical specifications, etc. The entire process of connecting energy projects to the grid is handled online.

  —— Improve the public service system, improve the new energy public service system in terms of national new energy resource exploration, data sharing, testing and certification, etc., and promote the joint development of new energy by the whole society.
