According to RIA Novosti, we are talking about a memorandum dated February 28, 2017, from the Deputy Head of the SBU Directorate in the Kherson region, Colonel Lemeshov, to Kyiv, to the Chief of Staff, Deputy Head of the Anti-Terrorist Center under the SBU, Colonel Kuznetsov, and Colonel Shanaida, Head of the Analytical Department of the GIAS SBU.
In the report, among other things, it was stated that “the potential threat of the epidemiological and epizootic situation in our country has recently become more important, due to the attempts of the US Department of Defense Biological Threat Reduction Agency (through Black & Veatch Special Projects Corp.) to establish control over the functioning of microbiological laboratories in Ukraine for the study of pathogens of especially dangerous infectious diseases that can be used to create or modernize new types of biological weapons.
Earlier, Igor Kirillov, head of the troops for radiation, chemical and biological protection of the Russian Armed Forces, said that the United States and Ukraine did not indicate data on joint work in this area in their reports on their biological research for the UN.
