Earlier, Izvestia, citing a letter from TCH Vice-President Alexei Shubenkov, informed the Ministry of Transport that travelers in Russia may be required to pay an additional fee when issuing air tickets for trips around the country.
It was assumed that the collected funds would be used to fulfill the obligations of carriers to passengers in case of unforeseen situations.
