The government's Council for the Creation of the Future of Education, which examines the ideal form of higher education, has expanded the system for university students to receive benefit-type scholarships, etc., to households with many middle-income children and university students in science, and improved support. I have summarized the recommendations that I would like to do.

The recommendation is to provide a system for university students to receive benefit-type scholarships and tuition reductions and exemptions so that they can receive education regardless of the financial situation of the family. The target will be expanded and support will be improved.

In addition, in order to create a "promotional payment" system that allows flexible refunds in consideration of marriage and child-rearing, the annual income requirement will be relaxed and enrollment in a system that can reduce the monthly refund amount of loan-type scholarships. We are planning to introduce a new system for graduate students who can return and pay according to their income after graduation without paying the tuition fee.

Furthermore, in order to create advanced human resources who will drive growth fields such as digitization and decarbonization, we will set specific goals such as aiming for about 50% of the highest level of university students in science in OECD countries. It also includes things such as continuous support for universities that are working on reorganization of faculties, and creating an environment for re-learning by involving industry.

At the meeting, Prime Minister Kishida said, "Realizing a" virtuous cycle of growth and distribution "through investment in people through education and human resource development is an urgent issue for the realization of a new capitalism." I instructed the relevant ministers to prepare a schedule by the summer.
