Alberto Núñez Feijóo did not travel to

Valladolid

to attend the inauguration of Alfonso Fernández Mañueco, so as not to promote his particular photo of Colón with Vox.

Above all, at a time when the polls show that he has already stolen more than 400,000 possible votes from the PSOE.

But that does not mean that there is no harmony between the two leaders.

The Galician and the Castilian and Leonese have not spoken specifically about the measures to start the new regional government of PP and Vox, but their teams have coordinated to share proposals.

The Minister of Economy and Finance of Castilla y León,

Carlos Fernández Carriedo,

was one of the people who contributed ideas to the economic document that the PP will send to Pedro Sánchez today.

In fact, the fiscal plan with which Mañueco unsealed the legislature this Thursday rehearses the Feijóo model to try to protect the lowest incomes from the blow of inflation.

Of course, with the approval of Vox, the new and uncomfortable government partner of the popular in this community.

The main measure of the Mañueco plan will be the reduction of the minimum rate of personal income tax from 9.5% to 9%.

It will be the second lowest in Spain, after

Madrid

(8.5%).

The lowest section of the tax affects all wages, since it taxes income from zero to 12,450 euros.

In this way, there will be a discount for everyone in Castilla y León.

In this income bracket, 5.3% less will be paid.

For a worker with high incomes, it will not be a very bulky relief, but for low incomes it is almost as much as completely deflating the personal income tax rate, since the average CPI forecast by the

Bank of Spain

for 2022 is 7.5%.

A person who has a liquid base of 12,450 euros in Castilla y León will pay 35 euros less for personal income tax than until now, and 105 euros less than a Catalan taxpayer with the same income.

In this way, Mañueco replicates, in the regional sphere and on a small scale, the main economic flag of the president of the PP.

The Minister of Economy and Finance assures this newspaper that "although this is a plan of the Board, it is fully consistent and assimilable to what Feijóo has been asking for these days."

Each one in its dimension: if Feijóo asks for a reduction of up to 10,000 million throughout Spain, the Junta de Castilla y León will make an effort of 470 million in the legislature.

"Both economic plans are inspired by the same principles," says the

Fernández Carriedo.

And those principles are: "Tax rebate, because the money is better in the pockets of citizens than deciding the Government, support for low incomes and specific measures for transport, industry and rural areas."

Added to this is a new cohesion fund to support “vulnerable” families in rural areas and a 15% increase in guaranteed income for all those who receive it, who will thus be able to suffer less from the impact of inflation.

Vox agrees on the tax reduction - it was included in its program - and the PP has been talking to its representatives throughout the preparation of the fiscal plan.

The partner has not put "any hit" on the payment to families without income, despite the fact that it does so with the Minimum Vital Income, which is similar, but at the national level.

In Vox's opinion, this measure "chronifies" poverty and supposes an effect called "cried out" by illegal immigrants, despite the fact that this is impossible to happen: in the royal decree that regulates the minimum vital income, it is indicated that in order to receive The income must be Spanish or have accredited residence in Spain for one year, which excludes even asylum seekers from this aid.

But in the case of the guaranteed income of Castilla y León, Vox assumes Mañueco's thesis: pay 15% more to the recipients of this income.

Like Feijóo, the Castilla y León plan calls for the restructuring of European funds, to use them against the energy crisis, beyond their original role against Covid.

Not in vain, this community is the leader in Spain in the production of renewable energies.

"It is very important that a part of the European funds be directed to self-consumption of energy and that this favors disconnection from the network," says Fernández Carriedo.

The tax reduction, which will be approved for this year, will be even greater for farm workers, with a reduced rate of 4% in the transfer of agricultural holdings and a 100% bonus in the leases of rustic properties, as well as the discount of 95% of the fees for hunting and fishing licenses.

This will benefit more than 275,000 people, a third of those who live in the countryside in Castilla y León.

It must be remembered that Vox leads the Ministry of Agriculture, since the rural environment is one of the main fishing grounds -and one of the main banners- of the radical right.

"In a situation of record inflation, the first measure must be a reduction in tax pressure," justifies Mañueco.

"The Government of Spain promised to lower taxes at the Conference of Presidents in La Palma, and has not complied," he adds.

From the Board they assure that "thus, the largest tax reduction in regional history begins", which will make this region not only have the second minimum rate of personal income tax after Madrid, but it will also be the second in which pay less than the average of all tax brackets.
