According to the website of the Ministry of Water Resources, recently, the Ministry of Water Resources issued the "Guiding Opinions on Promoting the Standardization Management of Water Conservancy Projects" (hereinafter referred to as the "Guiding Opinions") and the "Evaluation Measures for the Standardization Management of Water Conservancy Projects" (hereinafter referred to as the "Guiding Opinions"). The "Evaluation Measures") and its evaluation standards are aimed at thoroughly implementing the decisions and deployments of the Party Central Committee and the State Council, implementing the goals and tasks of high-quality water conservancy development in the new stage, accelerating the standardization management of water conservancy projects, and ensuring the safety of project operation and the continuous development of benefits.

  The "Guiding Opinions" clarified the guiding ideology and overall goal of promoting the standardization management of water conservancy projects, requiring that by the end of 2022, the provincial water administrative departments and river basin management agencies should establish a standard system for the standardization management system of water conservancy projects, and fully start the standardization management work; 2025 Before the end of the year, except for the dangerous projects that have not yet been implemented, large and medium-sized reservoirs will be fully standardized, and large and medium-sized sluices, pumping stations, irrigation areas, water transfer projects, and dikes above level 3 will be basically standardized management; before the end of 2030, Large, medium and small water conservancy projects have fully realized standardized management.

  The "Guiding Opinions" emphasize that it is necessary to implement management responsibilities, standardize management behaviors, improve management capabilities, and meet standardized management requirements in five aspects: project status, safety management, operation management and protection, management guarantees, and informatization construction.

The "Guiding Opinions" also determined the work steps and specific contents of formulating an implementation plan, establishing an operation management standard system, promoting the implementation of standardization management, and doing a good job in standardization management evaluation, and put forward safeguard measures.

  In conjunction with the "Guiding Opinions", the "Evaluation Measures" and its evaluation standards were issued at the same time, and the scope of application of standardized evaluation, evaluation subjects, evaluation procedures, etc. were stipulated.
