On Thursday, the city launched its first participatory budget.

25 million euros over the entire mandate.

Concretely, this means that residents will be able to choose the projects they want to see implemented in their neighborhood.

“It is not a question of questioning the legitimacy of the elected officials, specifies from the outset the ecologist councilor.

We want to establish a more involving democracy that will enrich representative democracy.

The objective is therefore to come up with ideas.

The Oyé platform was created for this purpose.

Sixty proposals already made

Already sixty proposals have been formulated.

This ranges from the construction of a library in the Confluence district to the greening of Place Saint-Paul and Place Bellecour, including the requalification of Place Tobie Robatel, the creation of book boxes, the installation of ping tables -pong in the gardens or the creation of bike wash stations.

All those “who live, study or work in Lyon”, have until June 17 to submit their ideas.

Then, place to sort.

Each proposal will be subject to a "technical and legal" analysis to determine whether it is feasible.

“We have already set criteria.

The proposals must be in the general interest and not private, explains Chloë Vidal, assistant in charge of local democracy.

They must relate to the investment budget and fall within the area of ​​intervention of the city.

No need to ask, for example, for a metro on the hill of the 5th arrondissement, a tram station at the bottom of your home, a cycle path and table football in high school courtyards.

The management of public transport or high schools is not part of municipal competences.

Achievable within two years

“The proposals must be achievable in two years”, continues Chloë Vidal.

On the other hand, no “ceiling amount has been set”.

Next fall, from November 7 and for a month, residents will be able to vote between the ideas that have been selected.

The rule is simple: those who will collect the most votes will be carried out in the last two years of the mandate.

For this, each district of Lyon will have a budget ranging from 600,000 euros to 1.7 million, calculated in proportion to the number of inhabitants.

If the elected representatives of left-wing boroughs welcomed the launch of the participatory budget on Thursday, the two right-wing borough mayors were particularly conspicuous by their absence during the ceremony…
