According to Kendler, it is necessary to use export control mechanisms to ensure that American technological innovations are not used to the detriment of US national security.

“This means that export controls must be used effectively to counter China’s civil-military integration program, as well as deter Russia from aggressive and dangerous actions,” Kendler said.

She is convinced that "unscrupulous entities" who do not have access to American technology are trying to get them by illegal means.
