“Reducing the severity of the conflict between NATO and Russia, which is currently at the center of the Ukrainian conflict, is possible only through security guarantees for all the states involved and building trust between NATO and its partners, Ukraine and Russia and all other European states.

At the same time, it is necessary to revive or re-create both international formats of negotiations and agreements, as well as confidence-building measures,” the German experts said in a statement. 

They also noted that direct negotiations between Russia and the United States remain the key to solving the problem.

Earlier, NATO Secretary General Jens Stoltenberg said in an interview with CNN that the alliance would send a written response to Russia's security proposals this week in parallel with the United States.

In turn, State Department spokesman Ned Price said that the United States plans to give a written response to Russian proposals for security guarantees this week.
