The Ministry of Education of Russia intends to stop admission to colleges and technical schools in 43 professions.

The corresponding draft order has been published on the federal portal of draft regulatory legal acts.

"The draft order introduces changes to 43 federal state educational standards of secondary vocational education, approved by orders of the Ministry of Education and Science of the Russian Federation and the Ministry of Education of the Russian Federation, in terms of terminating admission to training on them from December 31, 2021," the explanatory note says.

Among the professions indicated by the ministry are gas equipment maintenance and repair locksmith, drifter, concrete product manufacturer, advertising agent, bank controller, aircraft electrician, nursing nurse, junior veterinary paramedic, ship's cook, ship's flight attendant, hairdresser, operator of knitting and sewing equipment, embroiderer, shoe collector, city electric vehicle driver and several others.

It is noted that the decision was made "in order to bring the structure of training personnel with secondary vocational education in accordance with the current needs in the labor market, as well as consolidate professions and specialties on the basis of expanding qualifications."

In early September, the Russian government announced the expansion of the list of professions and specialties that are necessary for the modernization of the Russian economy.

The Cabinet of Ministers added 55 specialties and 35 professions to the list, including in the field of robotics, logistics, medicine, agriculture, construction, tourism, social and service sectors.

Among the specialties were, in particular, "preschool education", "nursing", "general medicine", "agronomy", "additive technologies", "hotel business", "operation of unmanned aircraft systems", "management, operation and maintenance of multi-apartment at home".

Added to the professions were "graphic designer", "defectoscopist", "master of garden and park and landscape construction", "master of plant growing", "master of general construction works", "sculptor-modeller of architectural details" and others.

The government recalled that the previous list was approved in 2014, but since then new federal educational standards for secondary vocational education have been introduced.

At the same time, some professions have lost their relevance.

Students studying in the professions and specialties from the new list can apply for scholarships of the Russian government, which are annually awarded for achievements in educational, research and development activities.

“The decision will help support talented youth, increase the prestige of secondary vocational education, and will also stimulate students to self-realization in the most promising and demanded sectors of the economy,” the Cabinet of Ministers noted.

In early October, Margarita Skvortsova, deputy director of the department of state policy in the field of secondary vocational education and vocational training of the Ministry of Education, announced that the department intends to create a special digital platform for colleges, which will allow creating individual educational programs for students.

She explained that an educational institution cannot always form an individual plan for each student, taking into account his capabilities and needs.

“For this, we will develop a digital platform, a federal state information system, which will be given this task so that an educational organization, regardless of where it is located, what opportunities it has, could use it and design an educational program with taking into account the needs of both students and enterprises, ”said Skvortsova.

According to her, the decision is planned as part of the launch of a new program "Professionalism", which involves reducing the duration of training in colleges.

On August 3, the head of the Federation Council Committee on Social Policy Inna Svyatenko said that the Ministry of Labor had excluded the professions of an aviation mechanic and an engineer engaged in the maintenance of aircraft and helicopters from the list of prohibited for women.

On January 1, 2021, the order of the Ministry of Labor also came into force on the approval of a shortened list of professions that restrict the use of women's labor: the list was reduced from 456 to 100 positions.
