“Europeans today are increasingly at risk of becoming an object rather than a player in international affairs, reacting to the decisions of others instead of shaping events themselves,” Borrell wrote on his blog.

According to him, there are two trends in the world that are increasingly affecting European affairs.

First, it is the efforts of the United States and its allies to contain China. 

Secondly, "this is a multipolar dynamic in which players like Russia seek to expand their room for maneuver and their sphere of influence."

Borrell called on EU leaders to support the creation of their own armed forces and to define specific conditions for their use.

He noted that these forces should not compete with NATO.

Earlier, Borrell announced Russia's desire to sow discord among the countries of the European Union.
