  The "Opinions" make it clear that we will promote the transformation of rural passenger transport from "open and accessible" to "sustainable and well-passed", to better meet the growing needs of the people in rural areas for a better life, and to accelerate the construction of a country with a strong transportation system for comprehensive advancement. Provide strong support for rural revitalization and accelerating the modernization of agriculture and rural areas.

The long-term goal is to strive to basically build a rural passenger transport system that is inclusive, convenient and comfortable, safe, reliable, intensive and efficient by 2035, and achieves high-quality development of rural passenger transport.

  The "Opinions" proposes to improve a safe and convenient infrastructure network, build an inclusive and convenient travel service system, create an intensive and shared integrated development model, improve a safe and reliable operation management system, promote smart and green service supply methods, and create fairness and order There are eight main tasks in eight aspects, such as a sustainable market development environment, the establishment of a long-term and stable sustainable development mechanism, and the deepening of point-by-point demonstration and creation activities.

  The "Opinions" clarified that to strengthen the safety supervision of urban public transport vehicles that extend to rural areas, in principle, buses with passenger standing areas should not be used; if it is really necessary to use, it should be reported to the municipal people's government for approval; if it is within the jurisdiction of a municipality, it should be reported to the municipality directly under the Central Government.   The "Opinions" also require that the safety training of rural passenger transport personnel be strengthened, and driving skills, professionalism and emergency response capabilities should be improved.
