As Zakharova explained, from 6 to 9 July 2021, the 97th session of the Executive Council of the Organization for the Prohibition of Chemical Weapons was held, at which a draft report by the OPCW on the implementation of the Convention on the Prohibition of Chemical Weapons was presented.

Chapter 1 of the report, entitled “Verification,” in the “Technical Assistance to the State Party” section, states that, at the request of Germany on 20 August 2020, “the Secretariat dispatched a team to provide technical assistance in connection with the suspected poisoning of a Russian citizen”. 

“On August 20, 2020, the Russian citizen Navalny just flew from Tomsk to Omsk, and the OPCW group had already been sent to provide technical assistance in connection with suspected chemical weapons poisoning.

But it is also indicated that there was a "request from Germany," she wrote.

At the same time, Zakharova noted that it takes time to prepare the relevant application, and besides, for its preparation, "Germany should have at least something in her hands in order to draw even the initial conclusions for applying to the OPCW."

As noted by the representative of the Russian Foreign Ministry, the permanent representative of Germany allegedly explained this situation with a typo.

“Western colleagues, hand in hand with Navalny, amicably go to the bottom with their story about poisoning with chemical weapons,” she said.

In February, Russian Foreign Minister Sergei Lavrov said that the Russian side has reason to believe that the situation with Navalny was staged.
