On Wednesday, the government presented a package of measures with 40 points to counter men's violence against women.

There are mainly four areas covered: preventive work against violence, better protection and support for abused women and children, stricter penalties and measures to strengthen knowledge about violence against women.

Lacks clear structure

Olga Persson, chairman of Unizon, which brings together more than 130 women's shelters, girls' shelters and youth shelters across the country, welcomes the package but points out that proposals for measures have been in the Government Offices for several years.

- It's really time.

Olga Persson believes, however, that there is no clear structure for how the package of measures should be followed up.

- There is a need for a much clearer direct reporting to the government regarding whether all authorities actually carry out what is in the program.

Unclear how it is paid for

Unizon also points out that it is unclear how several of the measures will be financed.

Rolling out a national violence prevention program costs enormous sums and then other things must be prioritized away, Persson says.

It will be up to proof when it's time for the budget negotiations.  

- Then we will see if all the parliamentary parties are serious about their ambitions.

We will follow developments closely.

Persson thinks that the package of measures follows the entire chain, from prevention work to harsher punishments.

She is also positive that the government raises pornography and prostitution, which according to her creates and maintains harmful values.

- Violent crimes are about misogyny.

Men's motives are to oppress and restrict women.

Knowledge gap in the judiciary 

The fact that women and children may be forced to continue to spend time with a perpetrator, for example a convicted father, points to a knowledge gap about how violence affects victims, Persson says.

- It is completely unacceptable.

Compulsory training on this is required in the judiciary.

A prerequisite for the women's shelters' work to help abused women and children, for example in the form of sheltered housing, is long-term financing that they can decide on themselves based on local needs.

- It is not reasonable as it is now.

We need financing for more than a year at a time.
