Among the proposals was, for example, that it should be easier for Sweden's employers to circumvent the “last in first out” rule, and that employees should be given permanent employment earlier than is possible today.

In January, the Government appointed three internal investigations to proceed with the implementation of the parties' agreement on security, adjustment and employment protection that the Confederation of Swedish Enterprise, PTK, IF Metall and Kommunal have reached.

The investigations concerned:

• Employment protection and associated unemployment insurance issues.


• A new public adjustment organization that will offer and finance basic adjustment and competence support.


• A new and parallel public student grant.

Now the parties will comment on the government's proposal.

At the turn of the year, it is envisaged that the Riksdag will be able to make a decision on the proposal, and on 30 June 2022 it is intended that the new rules will enter into force.

The reform is estimated to cost the state SEK 11 billion per year.
