19 May 2021 Overcoming current restrictions and starting a gradual return to lost everyday life: the 

reopening decree

 (

Official Gazette

) is a longer step to give Italy breath: a calendar that sets out rules aimed at overcoming the night curfew and the reopening of activities businesses most penalized by the pandemic. Affected by the law are

gyms and swimming pools, shopping centers, betting and similar rooms, congresses and training courses, indoor bars and restaurants, ski resorts, stadiums and theme parks

. Both indoor and outdoor discos remain suspended. Furthermore, the decree introduces the rules for obtaining the

Green Pass

, or the certificate for travel in Europe, guaranteed from the first dose of vaccine administration.



COPRIFUOCO


After a long tug-of-

war

between political forces, scientists and an incessant television debate, the new decree overcomes the curfew at 10 pm while guaranteeing the Ministry of Health the possibility of revocation. Starting from

May 19th

, in the yellow zone, the curfew takes effect from 11pm to 5am the following day. From

7 June to 20 June 2021

, in the yellow zone, the hourly limits for travel will be reduced from 24 to 5 the following day. From

21 June 2021

, in the yellow zone, the hourly limits for travel will cease to apply. In

the white areas

no hourly limits apply.



RESTAURANTS


From

1 June 2021

, in the yellow zone, the activities of the

catering

services

, carried out by any establishment, are allowed,

even indoors

. You will have the opportunity to consume at the counter and be able to have lunch or dinner on the premises. A decision expected by the category considering the "514 thousand jobs lost and 22 thousand businesses closed", documents the Fipe-Confcommercio annual report on catering in Italy for 2020 which, after a year of pandemic, photographs a sector "in pieces", in which 97.5% of businesses lost turnover in 2020 and for more than 6 out of 10 restaurateurs the drop in turnover exceeded 50% of the previous year's turnover. In 2021, turnover will still be "down", on average by 20%, and the recovery is expected in "2022-2023".



SHOPPING CENTERS


From

May 22, 2021

, in the yellow zone, the activities of the commercial establishments present in the markets and shopping centers, commercial galleries and commercial parks can also take place on holidays and before holidays.



GYMS, SWIMMING POOLS, WELLNESS CENTERS


In the yellow zone, from

24 May 2021

 the gyms will reopen; from

1 July 2021 it

 is the turn of the swimming pools and swimming centers and

wellness centers

. This is a very important decision for a sector that has been heavily penalized since the beginning of the Covid-19 pandemic. 



OUTDOOR SPORTS EVENTS


In the yellow zone from

1 June 2021 outdoors and from 1 July 2021 also indoors

 The presence of the public is also allowed at sporting events and competitions. The permitted capacity cannot exceed 25 percent of the maximum authorized and, in any case, the maximum number of spectators cannot exceed 1,000 people for outdoor installations and 500 for indoor installations.



SKI FACILITIES


From

May 22, 2021

, in the yellow zone, the reopening of lifts in ski areas is allowed.



GREEN PASS


The green COVID-19 certification, or the Green Pass for traveling to Europe, will be valid for nine months from the date of completion of the vaccination cycle. In the meantime, it will be released at the same time as the administration of the first dose of vaccine and is valid from the fifteenth day following the administration until the date scheduled for the completion of the vaccine cycle.
