“I know that some of the actions we have taken in recent years have undermined the rule-based order and gave others reason to question whether we are still committed to it.

Instead of taking our word for it, we ask the world to judge our commitment by our actions, ”he said.

Blinken drew attention to the fact that the United States under the Joe Biden administration is returning to work with the international community, in particular, by renewing its participation in the Paris Climate Agreement and re-joining the World Health Organization.

Recall that the previous President of the United States, Donald Trump, during his four-year term, announced Washington's withdrawal from the Paris Climate Agreement, as well as its renunciation of membership in the World Health Organization.

On the very first day as head of state, Joe Biden announced the return to the fulfillment of his international obligations in these structures.

At the same time, Blinken said that the United States is ready to cooperate in matters of global challenges with those countries with which Washington has disagreements, but "intend to give an answer" if they "undermine the world order."

Anton Morozov, a member of the State Duma Committee on International Affairs, in a conversation with RT, noted that the statement of the American Secretary of State "inspires cautious optimism." 

“Indeed, the United States has recently been behaving in international politics like an elephant in a china shop.

Instead of negotiating with various states, they are trying to use the language of sanctions, coercion and pressure at the state level, ”the MP said.

Many countries do not like this policy and destroys the entire architecture of international relations, the parliamentarian added.

“Apparently, the Biden administration understands this,” he concluded.

The US authorities in international relations adhered to the concept that "it was possible to play by the rules only if these rules were invented in Washington," Sergei Sudakov, a corresponding member of the Academy of Military Sciences, said in an interview with RT. 

“As a result, over the past four years there has been a change in the coordinate system of international relations, the very architecture of these relations has collapsed.

Trump said that it is easier to negotiate with one state than several.

But now, when many countries have felt what sovereignty is, it will be very difficult to return to the old architecture of relations.

Because the US has to make widespread concessions.

That is, by and large, America's dictatorship will be impossible, ”the expert said.

He also added that if Blinken's statements remain only at the level of demagoguery, the system will not work.

“For it to work, the United States must learn to“ nullify ”the problems that existed.

And it was not in vain that Russia offered the States to simply nullify all disagreements and only then start from scratch, ”the expert concluded.

At the end of April, Russian Foreign Minister Sergei Lavrov said that immediately after Biden's inauguration, Moscow proposed to the new American authorities to "zero" the diplomatic tensions between the countries, which had begun under Barack Obama.

“If it depended only on us, we would probably return to normal relations and as a first and, in my opinion, an obvious, not at all difficult step, we would nullify all the measures that were taken to restrict the work of Russian diplomats in the United States. The answer was we restricted the work of US diplomats in Russia.

We offered this to the Biden administration as soon as it took the oath and took office.

Lavrov recalled that Obama "a couple of weeks before leaving the presidency, slamming the door, ripping off irritation, arrested Russian property, violating all the Vienna Conventions, and kicked out Russian diplomats."

At the same time, Russia, according to Lavrov, "endured for a long time," as the Trump administration asked Moscow "not to react to the outgoing excesses of the Obama administration."
