Magdeburg (dpa / sa) - The parliamentary committee of inquiry, which has been scrutinizing Lotto-Toto Saxony-Anhalt since September 2019, recommends increased gaming supervision and a critical look at the structures. The supervisory authority needs more staff and expanded competencies with a view to providing information, according to the recommendation for a resolution to the state parliament. In addition, the composition of the supervisory board and the advisory board should be examined. "In view of the legal and technical complexity, the composition of the committees, which has hitherto been more oriented towards distributive justice, should be based more on technical aspects." The committee chairman Andreas Steppuhn (SPD) said the recommendations were made unanimously.

Overall, Lotto-Toto Sachsen-Anhalt is recommended to develop a model that leads to more transparency in terms of tasks and goals. Positions must be filled in a comprehensible manner based on quality criteria. In addition, it should be checked whether the sales department should continue to work with highly profit-oriented, independent sales representatives or, as in other federal states, with permanent sales employees. The committee also suggests using the proceeds to finance addiction counseling centers, in addition to regular funding from the state budget.

The U-Committee was set up in the state parliament in autumn 2019 at the request of the AfD.

Among other things, it was about the topics of money laundering and player protection, but also the extent to which personal relationships played a role in the allocation of jobs.

Instead of these issues that were originally considered, the U Committee increasingly focused on the omissions of the Lotto management.

Both lottery bosses were dismissed in mid-September 2020.

In the conclusion of the investigative committee, in connection with the former management, there is talk of “becoming independent, willingness to take risks and excessive sales orientation”. Among other things, it was about several big players who, especially in a lottery shop in Zerbst, have been able to achieve high profits over several years since 2017, because, among other things, the weekly betting limits were increased with the approval of Landes-Lotto. In the end, according to Steppuhn, there was not enough time to take a closer look at the allocation of lottery funding. The legislative period is as good as over.

In their final paper, the parliamentarians also emphasize that the basic system of state-organized gambling is intact and that the goals of preventing gambling addiction and protecting minors are working.
