In judicial procedures and transactions, the judiciary and legislation is one of the most important sectors that must keep pace with the rapid technological changes.

Within the framework of codifying alternative means for settling civil and commercial disputes, facilitating and expediting litigation procedures, and updating litigation mechanisms using technical and electronic means, the Council approved a number of legislations related to the judicial sector, as it approved the issuance of two federal laws, the first on amending some provisions of Federal Law No. 17 of 2016 establishing centers Conciliation and reconciliation in civil and commercial disputes, and the second on mediation for the settlement of civil and commercial disputes.

The proposed amendments to the first law relating to conciliation and reconciliation centers in civil and commercial disputes include changing some of the names in the law: such as changing the name of “reformer” to “conciliator”, in a manner consistent with the convention used internationally in this regard, and changing the name of “conciliation and reconciliation center” to The "Mediation and Conciliation Center" to implement the mediation law through those centers, and to allow the establishment of electronic platforms for mediation and conciliation by a decision from the Minister of Justice or the head of the competent judicial authority. The establishment decision determines its jurisdiction, system of work and procedures.

The amendments also included the regulation of remote conciliation procedures, through modern means of communication, and the mandatory specification of the jurisdiction of these centers for reconciliation in civil and commercial disputes that fall within the value jurisdiction of the partial departments, and in civil and commercial disputes whose parties are relatives of any value, with the permissibility of Agreeing to resort to centers in the event of reconciliation in civil and commercial disputes that fall within the value jurisdiction of the college departments.

In addition to defining and organizing the conciliator's work procedures, confirming the confidentiality of the conciliation procedures, and determining the obligations of the conciliator and the disciplinary measures that can be taken before them.

While a draft federal law on mediation for the settlement of civil and commercial disputes regulates mediation, both judicial and non-judicial, as an optional and alternative means for the amicable settlement of civil and commercial disputes that arose or that may arise between the contracting parties, allowing them to seek the assistance of a neutral third party, "the mediator", to settle the existing dispute.

The Council approved the issuance of a regulatory decision regarding the use of digital transaction techniques in all procedures, transactions and matters related to personal status, in order to improve the quality of services provided in the courts on matters of personal status such as marriage and wills, through the use of digital transaction techniques “such as remote communication or electronic signature” and activating the concepts of Electronic signature and electronic document, which helps to facilitate procedures on personal status matters.

The Council also approved the amendment of some provisions of the Federal Law regarding rehabilitation in order to enhance the procedures for issuing criminal status examination certificates and facilitate the convict's access to jobs and financial income after the end of their sentences, and this will contribute to the speed of their integration into society and the application of the idea of ​​aftercare for them.

On the other hand, the Council approved the executive regulations for the Federal Decree-Law in the matter of public finances, which aim to complete the provisions and controls of public finances in a manner that enhances financial stability in the federal government and establishes principles of transparency, disclosure and participation in the management of the general budget.

The Council also approved the executive regulations of the Federal Law regarding product safety, which aims to ensure safe products circulation in the state’s markets and are in line with legislation and international trade requirements, as the regulation includes the most important market control measures, procedures for withdrawing and retrieving products when unsafe products are discovered, and the necessary controls and procedures. To provide and update all relevant information regarding risks, injuries, accidents and complaints related to products.

The decisions included the adoption of the executive regulations of the Federal Law regarding integrated waste management.

The Cabinet approved the Emirates Government Services Strategy, which aims to raise the country's competitiveness in providing services and achieve its vision to be the best government in the world in government services, and for the UAE government to be the first in the world in indicators of government confidence and efficiency.

The strategy includes five main axes and more than 28 initiatives, most of which are being implemented within two years to focus on providing advanced digital services, improving their effectiveness and efficiency, and fully automating them to reach the customer anywhere and around the clock and work according to a system that ensures the design of new services from the beginning to be available in digital form. And it promotes the provision of accurate records of customer data, and ensures that data and information are requested only once, as government agencies share this data after the first stop.

The strategy also aims to develop proactive personal services that focus on the human being and simulate the needs of every individual in society and involve him in designing the service he needs and how to provide it, in addition to developing government capabilities in qualifying cadres to lead the future services sector and enabling them to provide a single, consistent government experience.

The strategy supports the achievement of a number of goals and targets to enhance the experience of government services by presenting them on a unified platform that will be implemented within a year to include 90% of government services and with a percentage of customer use and satisfaction exceeding 90%, and achieving 100% proactive personal services provided before the request within two years, and ensuring the availability of 100% of Services anywhere and anytime based on the preferences of customers, and achieving 100% services designed in partnership with all segments of society within two years.

The strategy will accelerate the pace of enacting the necessary legislation for an integrated digital government, a one-time request for information and data, handling and processing data for services and customers, and raising the readiness and continuity of government services in the country to ensure the smooth flow of business in light of crises and disasters.

In order to activate this strategy, the Cabinet also adopted the unified digital platform policy, the digital customer policy and the digital government service, within the framework of implementing the UAE strategy for government services, and supporting efforts to make the UAE one of the best countries in the world in providing government services.

The agenda of the meeting included the adoption of the National Program for Energy and Water Demand Management, and the UAE Regulation for Hydrogen Vehicles, where His Highness Sheikh Mohammed bin Rashid said: “Today we have adopted a national system for hydrogen vehicles ... and a national program for energy and water demand management to unify efforts, especially in the area of ​​rationalizing consumption and goal. Increasing efficiency by 40% for the three most important energy-consuming sectors (transport, industry and construction) ».

The program includes three main axes: the energy axis, the water axis and the consumption rationalization axis, and the first axis aims to launch initiatives to reduce energy consumption of the three largest energy-consuming sectors in the country, namely industry, transport and buildings, by reducing energy demand by 40% in 2050.

The water axis includes initiatives to reduce water consumption for the largest water consumption sectors (the agriculture and buildings sector), in order to raise the efficiency of water consumption, which contributes to improving the domestic product and enhancing the state’s competitiveness in the field of environmental and economic sustainability.
