  • The Toulouse administrative court on Friday canceled the urban travel plan (PDU), which programs a decade of investment in public transport.

Seized by the association of bicycle activists "Two feet two wheels", the administrative court of Toulouse has just canceled the urban travel plan (PDU) of the agglomeration.

Behind the technical jargon, the PDU, adopted in 2018, is none other than the mobility plan for the coming decade.

Bus, metro, cycle paths, etc., it has set in stone 3.8 billion euros in investments.

Its revision took several years and required the agreement of the 115 municipalities concerned.

The association attacked the PDU by pointing out the inadequacy of the components relating to bicycle development and the fight against pollution.

The administrative judges went further.

They considered that Tisséo had not sufficiently examined and developed the alternative solutions to its plan, but also that the “criteria, indicators and methods adopted to monitor the effects of the plan and in particular its negative impacts on the environment had not been specified ”.

The decision rendered this Friday simply cancels the PDU for "excess of power".

"Tremendous regression"

So what are the consequences for a document that provides for the construction of metro line 3 in particular?

Tisséo has not yet reacted to this judgment which was rather announced for the month of February.

But the public transport organizing authority will undoubtedly appeal.

Questioned on January 14 on this procedure, Jean-Luc Moudenc (LR), mayor of the Pink City and president of Toulouse metropolis, had been offensive.

"If ever the PDU were canceled, the 2012 PDU would apply, in other words a vision and a public transport program that was more than ten years old when our agglomeration has evolved considerably," said the city councilor. .

We would therefore be in a tremendous lag and regression (…) And I also observe that the 2012 PDU did not address the issue of pollution ”.

The mayor had not commented on the precise consequences on the current projects.

But he had been reassuring in advance on metro line 3: "Legally, it was the subject of a procedure apart from the mobility plan, so I'm not worried."
