Dalarna is the region that paid by far the most to Docia after the Swedish Tax Agency's review was completed in May last year: over SEK 14 million.

- When we procured them, we checked them, and then everything was right and proper, says Karin Jonsson, acting deputy procurement manager in Region Dalarna to SVT.

She states that during the summer they received information from the Swedish Tax Agency about the serious information that SVT revealed, and that they then pulled the emergency brake and reduced the rent.

At the same time, SVT's review shows that Dalarna, as recently as last August, paid bills of more than 1.5 million to Docia.

Dalarna's agreement with Docia will not be extended when it expires on the last day of January next year, says Karin Jonsson.

But there will be no deadlock, as it has been judged that it would not be legal to terminate the agreement.

Surprises several

Several of the regions that have hired Docia are surprised by the information about the Swedish Tax Agency's investigation.

- We have not received any information.

We take this seriously and will contact Docia to hear their explanation, says Daniel Adolfsson, procurement manager at Region Kronoberg.

- We will have to look more into the details of this case.

Our suppliers must comply with the agreements we have entered into and laws and regulations, says Lars Loftäng, Head of Group Purchasing in Västra Götaland.

Docia has rejected the Swedish Tax Agency's conclusions on air invoices to SVT through its legal representative.

Second company in windy weather

But Docia is not the only large rental company that the regions have had reason to check for financial question marks.

In the spring, the company's Läkarleasing's main owner was acquitted by a dissenting court of appeal where he was accused of having taken out an illegal million loan from the company.

But the prosecution side has been granted leave to appeal in the Supreme Court, where it is now again demanded that Läkarleasing's owner - who has previously been convicted of a number of other crimes - be sentenced to prison for eco-crimes.

In the event of a conviction, the regions will have to take a position on their agreements with the company, which has been a serial ever since SVT 2017 reported that it was without an auditor after a conflict with accusations of both threats and scams.
