The reporter learned from the Ministry of Education that the "Notice on Jointly Launching Special Actions to Govern the Internet Environment for Minors" issued by the Ministry of Education and other six departments will carry out rectification of the Internet environment for minors across the country, and complete inspections before the end of August this year. Complete the centralized rectification before the end of the month, and complete the self-examination summary and report before the end of December this year.

  The notice pointed out that at present, minors’ addiction to online games, bad information on the Internet, and bad social interactions on the Internet are more prominent, which seriously affect the physical and mental health of minors.

  In response to this, the Ministry of Education, the National Press and Publication Administration, the Central Cyberspace Administration, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration of Market Supervision, six departments have joined forces and will take joint special actions to rectify unhealthy online social behaviors, vulgar and harmful information and addiction. Issues such as online games, cracked down on a number of illegal websites and platforms, and investigated and exposed a number of typical cases.

  Among them, with regard to the centralized rectification of minors addicted to the Internet, the six departments will focus on the unimplemented online game user account real-name registration system, control the length of time that minors use online games, and standardize the provision of payment and reward services to minors. Online game companies or platforms are required to conduct comprehensive rectification, investigate and deal with online games that have been operated in violation of laws and regulations without approval, and rectify within a time limit if measures have not been taken to prevent minors from indulging in online games. Further promote the development of online live broadcast and video platforms to use a youth network anti-addiction model. Improve the real-name authentication, function limitation, time limit, content review, algorithm recommendation and other operating mechanisms.

  Regarding unhealthy online social behaviors, the six departments will intensify the governance of “fan circle”, “black world”, “Zuan culture” and other unhealthy online social behaviors and phenomena involving minors. Cyber ​​bullying and violent behaviors such as insults, abuse, personal attacks, malicious reports, and other illegal activities such as extortion and illegal acquisition of personal privacy will be investigated and dealt with. For relevant QQ accounts, groups, etc., notify relevant companies, and take measures such as closing groups and closing accounts in accordance with laws and regulations.

  In response to vulgar and harmful information, the six departments will focus on rectifying learning and education website platforms and the online learning section of other websites to push online games, vulgar novels, entertainment live broadcasts and other information issues that are not related to learning. Resolutely clean up the website platform children, animation, animation and other channels involving vulgar pornography, campus bullying, money worship, feudal superstition and other oriented bad content. Strictly dispose of pornographic, violent, terrorist and other vulgar and bad information on live broadcast and short video website platforms. Severely crack down on information and behaviors that induce minors to self-mutilate and commit suicide and abet minors to commit crimes in the instant messaging tool community and social platforms. Strictly punish the malicious pop-ups of tool applications commonly used by young people, and induce clicks to jump to harmful pages such as obscene, vulgar and vulgar pages.

This special governance action was carried out in three stages:
