As follows from the text of the document, the essence of the program is to develop and organize three trips to the United States of groups of British "stakeholders" studying the specifics of American policy "to counter the growing influence of hostile state actors in the United States and around the world."

As specified, the term "British stakeholders" should be understood as citizens working in the UK civil service system (in particular, in the Ministry of Foreign Affairs and the Ministry of Defense of the country) and representatives of think tanks. The composition of the participants in each of the groups is determined by the purpose of the trip.

Upon returning from the States, it is planned to carry out a series of measures to consolidate the results of the previous visits.

In addition, the goals of the program include expanding US influence by promoting "common values and interests", supporting long-term economic relations between London and Washington, countering "hostile influence", including Russia and China.

"Ensuring US security through cooperation with Great Britain after its exit from the EU, close coordination of forces to counter hostile influence from Chinese, Russian and other foreign state actors ..." - the text says.

Non-governmental and non-profit organizations, including think tanks and civil society organizations, public and private educational institutions, individuals and international organizations, can apply to participate in the competition.

The initiative, which should be completed by the end of 2021, will be in charge of the US Embassy in London.

Earlier, US presidential candidate Joseph Biden "warned" Russia and other foreign governments about the consequences of "meddling" in elections if he is elected head of state in 2020.

In particular, he announced a wide range of actions that can be taken depending on the nature of the "attack" on the United States.
