13 May 2020The agreement on the regularization of migrants arrives overnight, together with the balancing of the coverage of economic measures, paves the way for the launch of the decree re-launched in the Council of Ministers. The meeting, after being postponed for days and after an extreme attempt to convene in the night, should be held today. "No problem of coverage", assure from the ministry of the economy: 10 billion for the IGC, 4 billion for the Irap cut and 6 billion for the SMEs, 2 billion for the adaptation of shops and production activities to the anti regulations covid, 2 billion for tax measures, 2.5 billion for tourism and culture, 5 billion for health and safety. And from Palazzo Chigi they declare "political agreement reached". 

After the problems that emerged on the redundancy fund cover, the Ministry of Economy ensures that there are no problems with resources. Among the various measures, € 2 billion arrive for the interventions that will allow the restarting of production activities and shops by adapting to the anti-covid rules, around € 10 billion for additional weeks of cig and € 4 billion and a half for the autonomous bonus, € 12 billion of liquidity to local authorities for the timely payment of their debts towards suppliers, zeroing of VAT for individual protection devices, 500 million for domestic workers and carers.

On the dossier of the regularization of migrants, after two days of tears and tensions, and after an invitation by Prime Minister Giuseppe Conte to get back around a table to find the square, the political leader Vito Crimi announces, around midnight, a "satisfactory" agreement which puts "regular work" at the center. Shortly before Luigi Di Maio had issued a note to declare confidence in Crimi to the government and the desire to bring the decree to the CDM as soon as possible. It is a sign of relaxation. Ministers go back to work on the text. And from the Democratic Party Peppe Provenzano confirms in unison with Crimi the agreement that, specific, will concern laborers, domestic workers and carers, even Italians: "it is not a question of flags, but of rights", he adds. The plant, dem sources say, remains substantially unchanged, with the two tracks defined by the Interior Ministry for the emergence of illegal workers and temporary residence permits for foreign workers. However, the reassurances expected by the M5s with some changes, starting from a further clarification of the rules to exclude from the amnesty the employers convicted of hiring or crimes such as the exploitation of prostitution and illegal immigration.
