The European Union is moving in several directions to tighten the closure of immigration outlets to its countries. The Brussels Charter to reform the migration and asylum system was approved in late 2023.

The European Union approved an aid package for Egypt worth 7.4 billion euros ($8 billion) in the form of grants and loans until 2027. The Union is mainly concerned that the conflict in Sudan and the Israeli aggression on Gaza will exacerbate the financial and economic problems in Egypt and thus increase immigration pressures on Egypt.
