Côte d'Ivoire: revision of the electoral code underway

The order allowing the revision of the Ivorian electoral code was taken this Wednesday by the authorities. A reform at the heart of the political debate at the start of the year. Communication Minister and government spokesman Sidy Touré clarified after the Council of Ministers yesterday, Wednesday April 8.

It is a reform at the heart of the political debate at the start of the year. This revision had given rise to a political dialogue between the government, political parties and civil society, but a dialogue ended without agreement.

Prime Minister Amadou Gon Coulibaly had however noted points of convergence which should serve as a working basis for reforming the code. A reform which was to be examined by the Parliament assembled in Congress. But this congress had to be canceled due to a pandemic. This is why the executive had to act by ordinance.

In terms of innovations, we must note the institution of citizen sponsorship for the presidential election; raising the bond level to 50 million CFA francs. The debate had gone up to 100 million-200 million, according to the different proposals of the different political parties or members of civil society, but the State of Côte d'Ivoire - the government -, preferred to go on a low average, which is 50 million CFA francs.

Among other innovations in this electoral code, you have lowered to 5% the rate of votes required for the reimbursement of the deposit.

You also have, among other innovations, the abolition of transhumance, as developed in the body of this bill and the prohibition which is made under penalty of sanctions - of course -, of the dissemination of the results before the final results , without forgetting a certain number of operational provisions which allow the administration to function well ”.
