  • The municipal elections are held on March 15 and 22, 2020. Each Monday, 20 Minutes will address a theme of the campaign. Security today.
  • The left-right divide still exists on the theme of security with a left, rather focused on prevention, and a right towards repression.

Security at the heart of the municipal campaign in Lille. In September 2013, an experimental study on the analysis of wastewater revealed a very high consumption of cannabis and cocaine in the metropolis of Lille. At the time, while recognizing "the reality of drug networks and trafficking", the mayor (PS) of Lille, Martine Aubry *, had disputed this conclusion.

A term later, no candidate dares to deny the steady increase in drug use, constituting one of the pillars of insecurity. However, if the candidates for mayor of Lille share this observation, the solutions proposed diverge. And when we talk about security, the divide between left and right reappears very quickly.

The video surveillance solution

"Safety is the priority of priorities," says Marc-Philippe Daubresse, candidate (LR), echoing with Violette Spillebout (LREM), Thierry Pauchet (DVD) and Eric Cattelin-Denu (RN). And everyone relies heavily on CCTV cameras. "They have helped to reduce crime in Lambersart, where I was mayor," said Senator Daubresse. The ideal would be to install 1,000, but for budgetary reasons, there will be 500 ”.

The latter imagines, like Violette Spillebout, a supervision center which the metropolis would set up to pool urban surveillance in all the municipalities. “No question of video surveillance, retorts Stéphane Baly (EELV). We have seen that in Nice, the proliferation of cameras did not prevent the attack from taking place. The United Kingdom is also going back on the alleged effectiveness of these cameras. "Same rejection from Julien Poix (LFI)

A more muscular municipal police force

For his part, Thierry Pauchet (DVD) wants to double the number of municipal police and expand their missions. "Zero tolerance, we have left too much to do," he believes. And it won't cost a penny more because it involves redeploying the number of statutory hours. The idea, shared by all the candidates, is to increase the number of patrols. Violette Spillebout even mentions the creation of a "daily peace brigade" that would roam the streets from 4 pm to 2 am, with the idea of an "alert button" for merchants.

For Eric Cattelin-Denu, this municipal police must have one local per district. Idea shared by Julien Poix. "To make citizens feel safe," slips the candidate RN. "To recreate the links between police officers and young people," notes the head of the LFI list. The two adversaries also find themselves on the idea of installing janitors at the foot of the buildings in partnership with social landlords.

Security, a matter for the state

Overall, all the candidates agree to increase the strength of the municipal police, but on its weapons, opinions differ widely. For Stéphane Baly and Julien Poix, security remains the business of the State and the municipal police should not be armed and take the place of the national police. "We must not transform the municipal police into a sheriff," assures the environmental candidate. And tomorrow ? Will there also be a Lille justice, a Lille army? "

The two candidates on the left rely more on prevention. Stéphane Baly proposes to "pedestrianize" the night, the sectors where the nightlife is the most intense, with a new charter of the nightlife and a tightening of the conditions of late opening.

Our file on municipal

Finally, concerning the drug problems, both refuse an increased repressive municipal arsenal. They rather evoke the opening of a lower risk consumption center, also called a shooting room, and a treatment center to fight against addictions. "It's a matter of public health, notes Julien Poix. I do not believe in punch operations that do not change the problem. "
