The "Measures for the Management of Support Funds for Social Forces to Establish Museums in Xicheng District, Beijing (Interim)" (hereinafter referred to as the "Measures") were issued today to promote the construction of Xicheng District as a museum city and further encourage social forces to Establishing museums will stimulate the vitality of social forces to open museums, improve the quality and efficiency of museums in serving society, and promote the high-quality development of museums in Xicheng District.

  The support objects of the "Measures" are non-state-owned museums and museums affiliated with state-owned enterprises at all levels within the Xicheng District that have been registered with the Beijing Municipal Cultural Relics Bureau in accordance with the "Beijing Municipal Museum Registration Management Regulations" and have obtained private non-enterprise legal person status.

  The "Measures" provide support to museums from four directions: establishment and registration, holding exhibitions and social education activities, support for outstanding talents, and support for operation. Specific reward methods include: a one-time subsidy of 200,000 yuan for museums established by social forces that have completed establishment registration after the promulgation of these measures; museums that received funding rewards for municipal exhibitions and social education activities in the previous year will be given matching fund rewards. The maximum amount for each museum shall not exceed 400,000 yuan. For museums that have not received funding awards for municipal exhibitions and social education activities in the previous year, they can apply for district-level award funds. In principle, each museum can apply for no more than 3 exhibition projects, and the maximum funding for each project cannot exceed 100,000 yuan. Support, in principle, no more than 10 social education activity projects can be applied for, and each project will be given a maximum financial support of 10,000 yuan; in terms of support for outstanding talents, museum practitioners with major academic achievements will be given priority to apply for outstanding talents in Xicheng District, Beijing Cultivation funding projects; for non-state-owned museums in good operating condition, those rated as excellent and qualified will be given financial support of 100,000 yuan and 50,000 yuan respectively, based on the operation evaluation results of the Municipal Cultural Relics Bureau.

  The Xicheng District Bureau of Culture and Tourism will publish a guide for applying for support funds for social forces to establish museums on the government website, collect support projects from the society, and entrust a third-party organization to evaluate the collected projects, and provide corresponding financial support based on the evaluation results.

  There are currently 32 officially registered museums in the Xicheng District of Beijing, including national and municipal museums such as Prince Gong’s Mansion, Lu Xun Museum, Capital Museum, and Beijing Planetarium, as well as district-affiliated museums such as the Imperial Temple of the Past, Xuannan Cultural Museum, and Li Dazhao’s Former Residence. museums, as well as museums established by various social forces such as the Museum of Ancient Pottery Civilization and Beijing Opera Museum.
