The report determined that the series of actions constituted harassment that undermined the integrity and honor of the parliament, and concluded that it amounted to a recommendation for the members to resign.



The City Council is expected to hold an extraordinary session in the middle of this month and pass a resolution recommending the resignation of the council member.



However, the recommendation to resign does not have any coercive force, and former Speaker Nagano has previously indicated that he would not accept the recommendation even if it were made, saying, ``A handshake is meant to give encouragement, etc., and the recommendation for resignation of a member is not clear even though the facts are unclear.''
