Target students are university and junior college students who will be hired as teachers at elementary and junior high schools within the prefecture, excluding Chiba City, between the new academic year and 2029. They must apply to the prefectural board of education and pass a screening process while still a student. .

According to the Prefectural Board of Education, this is the first system in the country to cover the entire repayment of teachers' scholarships.
