This law enforcement inspection will closely follow the provisions and requirements of the "Anti-Electronic Fraud Law", combine the prominent issues related to electrical fraud that are reflected in the public security organs' filing of cases upon receipt of police reports, 12345's immediate handling of complaints, and public petitions, as well as the issues learned in the pre-investigation. Relevant situations and opinions and suggestions, the focus of the inspection includes telecom business operators' implementation of user real-name registration and verification systems, establishment and implementation of IoT card user risk assessment systems, strengthening technical countermeasures, blocking and interception of fraud-related calls and traceability verification, etc. ; Banking financial institutions and non-bank payment institutions shall establish and implement customer due diligence systems and risk prevention and control mechanisms, carry out monitoring of abnormal accounts and suspicious transactions, strengthen early warning and dissuasion, and urgently stop payments and quickly freeze funds involved in fraud.
At the same time, Internet service providers will also be inspected on their implementation of user real-name registration management and risk prevention and control responsibilities, and on the use of relevant businesses to engage in fraud support and assistance activities for monitoring, identification and disposal.
This law enforcement inspection will take the form of special inspections, research discussions, solicitation of opinions, etc. Based on the inspection focus, we will go deep into the regulatory authorities and relevant enterprises to understand the real situation, focus on the outstanding contradictions and problems existing in the implementation of the law, and combine it with the list of issues to be inspected.
