During the past months, the Council was unable to issue a resolution that goes to the core of its work due to the American veto, whose absence was the reason for the issuance of the final resolution after three previous attempts to pass it failed.

But American officials were quick to empty the resolution of its force by saying that it was not binding, a statement that from the American point of view meant Israel’s right to continue the war.
