China News Service, March 25 (Xinhua) The Public Security Bureau of Yi'an County, Heilongjiang Province issued a police report on the WeChat public account on March 24: Recently, the netizen "Donut" posted a graphic message "A 67-year-old man was beaten for asking for wages", triggering Netizens paid widespread attention. The Yi'an County Public Security Bureau immediately formed a special work team to carry out relevant verification work.
The report stated that after investigation, it was found that Zhang Mouqing (male, 59 years old at the time of the incident) and Yu Moushan (grandpa "Donut", male, 63 years old at the time of the incident) were employed by fellow villagers. On April 20, 2023, because Zhang Mouqing was dissatisfied with the work of the employee Yu Moushan, the two parties insulted each other on the phone. Later, Zhang Mouqing found Yu Moushan and beat him with his fists and feet. After receiving the alarm in the early morning of April 21, 2023, the Yi'an County Public Security Bureau immediately launched an investigation. Based on the ascertained facts of the case, on April 25, 2023, the attacker Zhang Mouqing was administratively detained for 15 days in accordance with the law and sentenced to 15 days of administrative detention. Both parties shall be subject to administrative fines. According to the judicial appraisal procedure, after the medical treatment was completed, the injury appraisal was started immediately. The final appraisal opinion was minor injury of level 2. Based on the evidence of the whole case, the public security agency took criminal coercive measures against Zhang Mouqing on the day the appraisal opinion was issued. The case has been transferred for review and prosecution within the statutory time limit.
After reviewing the original case files, questioning the parties involved in the case, interviewing relevant witnesses, and repeated investigations and verifications, it was found that this case was an incidental case caused by a civil dispute. According to the netizen "Donut", he was "dragged into a car and beaten by two people" and "covered his head and violently raped." The plots such as "The abdomen was scratched with a sharp object" are inconsistent with the facts. The cause of the case was not asking for wages. The picture of Yu Moushan's injury was not a photo of the case. There was no threatening or intimidating behavior by Zhang Mouqing against Moushan after the incident.
