  The 10 projects rated as "Top Ten Progress in High-quality Meteorological Development in 2023" are:

  Progress 1: Positive progress has been made in the implementation of the "Outline for High-Quality Development of Meteorology (2022-2035)", and the level of meteorological development has increased by 4.8% compared with the previous year. According to the assessment, the national high-quality meteorological development level will reach 80.3 points in 2023. Basic capabilities such as meteorological satellites, meteorological radars, numerical forecast models, and new generation meteorological supercomputers have been further improved. The vitality of meteorological science and technology innovation has been further enhanced, and meteorological monitoring and forecasting capabilities have been further enhanced. and service levels have been significantly improved. According to statistical surveys, meteorological information has saved the public 560 billion yuan in losses.

  Progress 2: Two Fengyun meteorological satellites were successfully launched, making my country’s meteorological satellite monitoring system more complete. The Fengyun-3 meteorological satellite (G satellite) launched in April 2023 is my country's first precipitation measurement satellite, filling my country's gap in monitoring the three-dimensional structure of global precipitation at mid- and low-latitudes. The Fengyun-3 meteorological satellite (F satellite) launched in August 2023 can provide local satellite monitoring data at 10 a.m. to all parts of the world. Our country has implemented a four-orbit network of "morning, afternoon, dawn, and tilt". Currently, our country has a total of 9 (4 stationary, 5 polar orbit) meteorological satellites operating in orbit, and global meteorological satellite monitoring capabilities continue to increase.

  Progress 3: The accuracy and refinement level of global/regional numerical weather forecasts have been significantly improved, and the number of available forecast days in the Northern Hemisphere has stably exceeded 8 days for the first time. my country's independently controllable Global Weather Numerical Forecasting System 4.0 (CMA-GFS4.0) business is running well, and the global spatial resolution has been increased from 25 kilometers to 12.5 kilometers. The Regional Numerical Weather Forecasting Model (CMA-MESO) achieves hourly updates with a resolution of 1 km, which effectively supports meteorological support services for major disastrous weather processes and major events.

  Progress 4: A new generation of meteorological supercomputing system has been built, and the comprehensive computing power has been significantly enhanced, with the total computing power exceeding 60PFLOPS. The newly added supercomputing power of 52PFLOPS (520 million floating-point operations per second) and intelligent computing power of 3.6PFLOPS provide computing power support for the independent research and development of key core technologies such as earth system numerical prediction models and large meteorological models.

  Progress 5: The global intelligent digital forecast product system has expanded to a more refined and three-dimensional space, and the forecast accuracy has increased by 4.6% on average. Improve the meteorological grid forecast product system of 10 kilometers globally, 5 kilometers in China, and 1 kilometer in key areas, add 14 new forecast products such as fog and sand dust, and expand to three-dimensional space. The 24-hour average path forecast error of typhoons affecting my country has been reduced to 62 kilometers, with the accuracy reaching the best in history.

  Progress 6: 150 new weather radars have been added and upgraded, and the monitoring and early warning capabilities for severe convective weather such as hail have been further enhanced. National weather radar detection coverage increased by 5.5%. Weather radar business software and product performance have been further optimized and improved. Meteorological disaster monitoring and early warning capabilities continue to improve, and severe convective weather warning signals are advanced 43 minutes on average.

  Progress 7: Meteorological service capabilities continue to improve, with public meteorological service satisfaction reaching 92.4 points in 2023. The cumulative page views of the "China Weather" website (www.weather.com.cn) increased by 35% compared with 2022, reaching 39.7 billion. The National Early Warning Information Release Center issued 420,000 early warning messages throughout the year, with a public coverage rate of 98.8%. The meteorological department, public security and transportation departments jointly carried out optimization and improvement work on 218 road sections with high impact from severe weather. According to statistics, traffic accidents caused by bad weather on the optimized road sections dropped by about 50% year-on-year, with comprehensive benefits reaching 4.3 billion yuan.

  Progress 8: The construction of meteorological science and technology and talent innovation platform has achieved positive results and significantly stimulated innovation vitality. Meteorological scientific research business units and 58 units including industry universities and scientific research institutes jointly established the National Meteorological Science and Education Integration Innovation Alliance. Cooperate with local governments to build major innovation platforms in the fields of artificial intelligence, quantum technology, aerial cloud water resources development, marine meteorology and other fields, and further improve the meteorological innovation system. The number of meteorological researchers and investment in meteorological research funds continue to grow. Global carbon source and sink monitoring and verification technology has reached the international advanced level, and it has won 49 provincial and ministerial science and technology awards. One new academician of the Chinese Academy of Engineering was added, and one expert and one team won the first National Engineer Award. The National Meteorological Professional Degree Graduate Education Steering Committee was organized and established, and four universities applied to establish new undergraduate majors in atmospheric science.

  Progress 9: Artificial weather modification operations have affected an area of ​​approximately 5.05 million square kilometers, and artificial rainfall enhancement operations have increased precipitation by approximately 34.3 billion cubic meters. 1,600 sets of ground operation equipment were newly built and renovated, and 5 artificial rainfall enhancement aircraft were upgraded and renovated. In 2023, a total of 51,000 ground artificial weather modification operations were carried out, and 1,391 aircraft artificial rain (snow) operations were carried out. Obvious benefits have been achieved in artificial hail prevention and elimination, artificial rainfall increase and drought relief, forest fire prevention and extinguishing, improving the ecological environment, and ensuring food security.

  Progress 10: The meteorological sounding system based on Beidou satellite navigation has been put into use, and the vertical atmospheric observation capability has been significantly improved. The high-precision humidity chip in the sounding system is independently controllable. 49 new sets of ground-based remote sensing observation systems have been added to form a 24-hour continuous atmospheric vertical profile observation capability for temperature, humidity, wind, aerosol, etc., and the accuracy and intelligence of high-altitude weather detection have been significantly improved.
