On the 21st, the Saga District Court decided on a petition for a provisional injunction filed by fishermen and others seeking to halt construction work on a military camp on land adjacent to the airport in conjunction with plans to deploy the Ground Self-Defense Force's Osprey transport aircraft to Saga Airport. The Ministry of Defense plans to move the 17 Ground Self-Defense Force Ospreys temporarily stationed at Kisarazu Garrison in Chiba Prefecture to Saga Airport, and has been proceeding with construction work on the new garrison on the west side of the airport since June last year.



Four people, including fishermen from Saga City, who oppose the deployment plan, said that the land where the construction work for the garrison is proceeding was sold to the government by the fishing cooperative, which is the registered owner of the land without the consent of all land owners, including the four people. In August of last year, we filed a petition with the Saga District Court for a provisional injunction to halt the construction, claiming that the ownership had not transferred.



The Saga District Court will make a decision on this matter on the afternoon of the 21st.



In the complaint, the fishermen claim that ``Ospreys have caused many accidents in the past, and if the garrison is built, concrete damage such as accidents can be expected.''



On the other hand, the government argues that the land was owned solely by the fisheries cooperative and that it has validly acquired ownership from the fisheries cooperative, and is requesting that the claim be dismissed.



The decision on the provisional injunction will take effect immediately, so it will be interesting to see what kind of decision the court will make as the Ministry of Defense moves forward with construction work on the military base, which it aims to open next year.

Deployment plan and the history of the petition for a provisional disposition requesting its cancellation

In 2014, the Ministry of Defense announced a plan to deploy 17 Ground Self-Defense Force Osprey transport aircraft to Saga Airport as part of efforts to strengthen the defense of the Nansei Islands.



The mission is expected to be to transport the Ground Self-Defense Force's amphibious task force, which is based in Sasebo City, Nagasaki Prefecture and is responsible for defending remote islands, and the Ministry of Defense is planning to permanently deploy it to the nearby Saga Airport.



Along with this deployment, a new garrison will be opened on approximately 30 hectares of land adjacent to the west side of Saga Airport, complete with an Osprey apron and hangar.



However, in Saga Prefecture, negotiations stalled due to concerns about the safety of the aircraft and the impact on the local seaweed fishing industry, and it took nearly nine years after the plan was revealed to reach a land purchase agreement.



The Ministry of Defense is proceeding with construction work on the garrison with the aim of opening it next year, and until then, it has requested the cooperation of Kisarazu City, Chiba Prefecture, as a temporary location for the Ospreys, and Kisarazu City has decided to deploy the Osprey within five years. We are accepting aircraft from 2020 subject to a limited period.



As the deadline for provisional deployment in Kisarazu City approaches next year, four people, including fishermen from Saga City, who oppose the deployment plan, filed for a provisional injunction to halt the construction in August last year, and in December last year, A lawsuit was filed at the Saga District Court seeking a halt to the construction work.
