Kenji Kobayashi, chairman of the Sora no Kai, whose daughter, a student at Sophia University, was murdered in Katsushika Ward, Tokyo 28 years ago in 1996, said, ``There are still very few unsolved cases that lead to a solution. As the bereaved families continue to age, the members pledged to work proactively to resolve as many cases as possible."



Regarding the plan to increase the amount of benefits paid to the bereaved families of crime victims, he said, ``The benefits are nothing more than ``condolence money'' and are not commensurate with the bereaved families who have lost loved ones.'' "This cannot become a reality. I would like to see something fundamentally tackled, such as introducing a substitute execution system."
