  Ms. Zhang has a visual disability of Level 1, and Mr. Wang has a visual disability of Level 2. They cannot see or read ordinary text clearly and can only read Braille or large text by touch.

After the Marriage Registration Service Center of the Xicheng District Civil Affairs Bureau of Beijing learned about the two couples' vision conditions, they took the initiative to set up a green channel for the two couples and provided them with Braille and large-print versions of the marriage registration notice and wedding vows.

  According to their personal vision conditions, Ms. Zhang and Mr. Wang read the Braille version, the large-print version of the marriage registration notice, and the wedding vows respectively. They truly felt the sacredness and solemnity of marriage, and the joy and happiness in their hearts were beyond words.

On March 12, Ms. Zhang and Mr. Wang completed the marriage registration procedures at the Marriage Registration Service Center of the Xicheng District Civil Affairs Bureau in Beijing, making it the first time for visually impaired people in my country to use barrier-free format documents to complete marriage registration.

  Establishing a green channel for visually impaired people to register for marriage and providing marriage registration documents in accessible formats to continuously improve the level of social public services is an important measure to implement the Barrier-free Environment Construction Law.

This measure is of great significance in effectively promoting the construction of a barrier-free environment and further protecting the legitimate rights and interests of visually disabled people.

  The Barrier-free Environment Construction Law will come into effect on September 1, 2023.

As my country's first specialized law on the construction of a barrier-free environment, the law clearly stipulates that the country's basic public services use national universal Braille.

  In order to ensure that the marriage registration notice and wedding vows are standardized and authoritative in accessible formats, the Marriage Registration Service Center of the Xicheng District Civil Affairs Bureau of Beijing specially requested China Braille Publishing House to produce Braille and large-print versions of the marriage registration notice and marriage vows.
