According to Saitama City, information was received in April last year that staff without medical qualifications were conducting examinations, prescribing medicines, and instructing physical restraints in the psychiatric ward of Saitama Red Cross Hospital, and the city announced that it was in the psychiatric ward of Saitama Red Cross Hospital. As a result, up until last year, there have been cases in which, when a patient is forced to be hospitalized for "medical protection hospitalization," a diagnosis is not made by a specialist doctor as required by law, or the necessary medical records are not recorded. On the other hand, it was not confirmed that unqualified staff prescribed drugs or ordered physical restraints.



Last month, Saitama City issued administrative guidance to Saitama Red Cross Hospital, demanding that the hospital correct its compulsory hospitalization procedures based on the law, arguing that this could lead to human rights violations.
