On December 18, 2023, a magnitude 6.2 earthquake occurred in Jishishan County, Linxia Prefecture, Gansu Province.

How is the current progress of post-disaster reconstruction in Jishishan?

How to balance the relationship between ensuring quality and ensuring progress?

What difficulties are still faced in post-disaster reconstruction?

During the National Two Sessions, He Dong, deputy to the National People's Congress and governor of Linxia Prefecture, accepted an exclusive interview with a reporter from the Beijing News and responded to the above issues one by one.

He said that post-disaster recovery and reconstruction work is currently being vigorously and orderly promoted.

Talking about post-disaster reconstruction in Jishi Mountain

Strive to complete the three-year planning tasks in two years

Beijing News: Everyone is very concerned about the recovery and reconstruction work after the 6.2-magnitude earthquake in Jishishan County. What is the current progress?

Ho Tung: After the 6.2-magnitude earthquake in Jishishan, under the cordial care of the Party Central Committee and the State Council, the command and dispatch of the Provincial Party Committee and the Provincial Government, and with the full help from all parts of the country and all walks of life, the entire state mobilized its efforts to quickly win the emergency rescue. The "five tough battles" of , relocation and resettlement, ensuring smooth traffic, prefabricated house construction, and restoring order have achieved initial victory in earthquake relief, and post-disaster recovery and reconstruction work is currently being vigorously and orderly promoted.

The overall goal is to strive to complete the three-year planning tasks in two years. All reconstruction projects will be fully started this spring, the reconstructed schools will be completed and open in the autumn, and the disaster-stricken people will move into new homes before the National Day, so that every disaster-stricken household will live in a new home and have a home. Income-increasing industries can be opened and all can enjoy comfortable and convenient public services, so that the production and living conditions and economic and social development of the disaster areas can be restored or even better than the pre-disaster levels.

The first is to carry out project work and lay a solid foundation for post-disaster reconstruction.

We took the initiative to strengthen docking with the National Development and Reform Commission and the province, and scientifically prepared post-disaster reconstruction plans, involving a total of 272 projects with a total investment of 13.09 billion yuan in the fields of housing, public services, infrastructure, disaster prevention and reduction, etc. in our state.

On this basis, the preparation of state-level implementation plans was accelerated, with the total number of projects reaching 374 and a total investment of 17.48 billion yuan.

Among the 272 projects currently included in the national plan, 27 projects have started construction.

At the same time, in accordance with the idea of "one household, one shed or one circle" for centralized resettlement of people, it is planned to build solar greenhouses, steel frame greenhouses, standardized breeding areas and other supporting projects near each centralized resettlement site. The land transfer has been completed and construction will start in March. construction.

The second is to provide careful service and guarantee to ensure a smooth transition for the masses.

Install shower rooms, sewage treatment facilities, video surveillance, charging piles, street lights and other facilities in centralized resettlement sites. State units' sinking working groups, village work teams, rural cadres, public security officers, and fire fighters are stationed on the front line to prepare for disasters. Mass services and resettlement site management.

We will implement the transitional living assistance policy in full and in a timely manner, visit disaster-stricken people and groups with special difficulties before the holidays, and organize a series of cultural performances to "Welcome the New Year" to encourage the people to boost their confidence and rebuild their homes.

The third is to strengthen targeted assistance to prevent the risk of falling back into poverty.

We will increase the intensity of basic security and provide timely assistance to groups with special needs such as urban and rural subsistence allowances, extremely poor families, and those who actually have no one to support them.

Further adjust and optimize the assistance force, and formulate a "one household, one policy" assistance plan on a household-by-household basis for people who are included in the monitoring targets due to earthquake disasters, ensuring that each household has more than two assistance measures.

The fourth is to carry out spring plowing preparations and guide the masses to produce and save themselves.

Restore spring plowing infrastructure in a timely manner, ensure the smooth flow of roads, canals, water supply and other facilities, actively mobilize and transport agricultural materials such as agricultural film, chemical fertilizers, improved seeds, pesticides, complete the repair and reinforcement of disaster-stricken breeding farm housing, and organize specialized personnel to carry out work in severely affected areas. Planting technology training ensures the smooth progress of spring plowing production.

We strengthened employment support, held 159 skills training sessions for 23 types of work, and trained 7,919 people. A total of 29,000 laborers were transferred to the labor force. More than 6,200 people were employed nearby through work-for-relief and other methods. 625 new temporary public posts for earthquake relief were established. Take simultaneous measures to open up employment channels.

Talk about ensuring quality and progress

We will ensure both quality and efficiency and speed up the fight for post-disaster reconstruction.

Beijing News: In post-disaster reconstruction, how to balance the relationship between quality and progress?

What difficulties are currently faced in post-disaster reconstruction?

Ho Tung: Doing a good job in post-disaster reconstruction is a major political task and a livelihood project that the people expect. Both in terms of progress and quality, it puts forward higher standards and stricter requirements for our work. We must have both quality and efficiency. We will work harder to speed up the battle for post-disaster reconstruction.

In terms of progress, we held intensive reconstruction headquarters leadership group meetings and reconstruction project special meetings, reported work progress every week, focused on tackling difficult problems, and quickly and steadily advanced project planning and demonstration and preliminary work, adopting green channels and gaps. Approval and other methods will be used to shorten the processing time limit as much as possible under the premise of compliance, and strive to start construction of the project as soon as possible.

In terms of quality assurance, we formulate and implement post-disaster recovery and reconstruction project management methods and special fund management methods, strictly implement the "five systems" of the project, strengthen the source control of project quality, strictly control the quality of design, construction, and materials, and organize the masses and teachers to be responsible for quality Supervisors, participate in all aspects of the project throughout the process, and strive to strengthen disciplinary inspection and audit supervision to ensure that the project can withstand the test of history.

With the strong support of the country, province and all sectors of society, we are confident and determined to complete the set goals and tasks of post-disaster reconstruction and hand over a satisfactory answer to the Party Central Committee and the people of the disaster area.

But at the same time, there are also some difficult problems, mainly including: First, the time for recovery and reconstruction is tight.

We plan to complete the three-year planning task in two years, but the schools, residential housing, centralized resettlement sites and public service supporting projects are required to be completed by August or the end of September this year. The construction deadline is very tight and the construction tasks are heavy. It is very difficult for us in the project Management has brought greater pressure and put forward higher requirements.

Second, there are many hidden dangers of secondary disasters.

Linxia Prefecture is located in the transition zone between the Loess Plateau and the Qinghai-Tibet Plateau. It is a typical plateau mountain topography and is prone to frequent natural disasters. There are 2,834 original geological disaster hazard points in the prefecture. This earthquake triggered and intensified 212 of them (199 in Jishishan County). ), 140 of which are new hidden danger points.

For these hidden risks, we need to continue to strengthen monitoring and improve emergency response capabilities to ensure that major secondary disasters do not occur.

Talk about support from all walks of life

Thank you to all parties for your help and support to Jishishan

Beijing News: During the earthquake relief process, are there any people or things that you will never forget?

Ho Tung: During the earthquake relief process, our cadres and masses stepped forward and dared to take on their responsibilities. There were many people and things that impressed me deeply.

For example, the director of the village committee of Kangdiao Village, Dahejia Town, one of the villages hardest hit by the earthquake.

After the earthquake, other comrades and I arrived at Kangdiao Village, but I did not inform him.

The situation was relatively complicated at that time and everyone was busy. After I went there, I happened to see him patrolling outside with a lantern.

He asked what we did, and I said I would take a look. He asked me which unit I was from, and I said I was the governor of your state government.

He looked at me for a long time.

At that time, several households in Kangdiao Village were unfortunately killed. I wanted to take a look. He quickly took me up and ran to several houses. I saw that the main house in the courtyard had collapsed, and the side house had also collapsed.

There were two young men who were still in Xinjiang when the earthquake occurred. Their parents were killed in the earthquake. I went to the makeshift tent to express my condolences. They were both very strong.

In the process of earthquake relief, there are many such small stories and episodes.

We are very touched that the people in Jishishan County actively cooperated with the government, and firefighters and other people from all walks of life generously provided assistance to help us overcome the difficulties.

Beijing News: If you were asked to say something to people from all walks of life supporting Jishishan County, what would you say?

Ho Tung: I am very grateful for the support from all over the country after the Jishishan earthquake.

Two days ago, I went to Jinan to attend a symposium on East-West Cooperation. I also told the leaders of the Jinan Municipal Party Committee and Municipal Government that your love knows no bounds and you have rushed to help from thousands of miles away.

The comrades who came to help Jishishan with emergency relief, recovery and reconstruction, and transport of supplies were very kind.

Some comrades spent the night in the car without any regrets.

Without everyone's care, help and support, Jishishan would not have successfully completed the first phase of rescue and disaster relief work.

There are no words to express, I am very touched. On behalf of our four major teams and on behalf of the 2.4 million people of Linxia Prefecture, I would like to thank you. I would like to thank all parties in society for their help and support to our Jishi Mountain.
