According to the Metropolitan Police Department, the woman, who was a 16-year-old high school student at the time, was hired at a temporary sex shop, and in September and October of the year before, she was dispatched to an apartment in Chiyoda Ward and had her perform sexual services for customers, in violation of the Child Welfare Act.
