In early spring, the fertile fields are green, and various parts of China have entered the critical period of spring management and spring plowing.

In the past few days, Yang Enlan, deputy to the National People's Congress and director of the Plant Protection Station of the Shuicheng District Agricultural and Rural Affairs Bureau of Liupanshui City, Guizhou Province, has been leading agricultural technicians at the station to track and monitor wheat diseases, insect pests and soil moisture conditions, and provide targeted Conduct pest and disease prevention and control training on a regular basis for farmers.

Yang Enlan and the plant protection station staff went to the fields to conduct tour training on green prevention and control of major wheat and rapeseed pests and scientific and safe pesticide use techniques.

"Since November 2023, we have been going to the fields one after another to carry out roving training on green prevention and control of major diseases and insect pests of wheat and rape and scientific and safe pesticide use technology." Yang Enlan told reporters that currently is a critical period for winter wheat jointing and booting and prevention and control of diseases and pests. In addition to carrying out training on crop diseases and pests In addition to providing prevention and control technology training to enable farmers to take preventive measures in advance, the plant protection station also conducts field block efficacy tests of different chemicals on wheat seedlings in order to determine the best chemicals and application periods for preventing and controlling wheat rust.

The National People's Congress and the National People's Congress are about to be held. After finishing his "field work", Yang Enlan is also preparing recommendations for this year's National People's Congress.

"Based on my own work and research, this year I will continue to focus on food security issues and plan to put forward relevant suggestions around the construction of rat monitoring networks in agricultural areas across the country." Yang Enlan said frankly that plant protection work is relatively unfamiliar to most people. It focuses on the prevention and control of crop diseases, insects, weeds, and rodents, as well as plant quarantine, pesticide management, etc., to improve the ability to prevent and withstand food security risks and ensure food security.

Having been engaged in plant protection work for eight years, Yang Enlan has noticed that rodent pests have developed into a global problem that cannot be underestimated.

According to statistics from the Food and Agriculture Organization of the United Nations, the economic losses caused by rodent pests in agriculture around the world are about 17 billion US dollars, equivalent to about 20% of the world's total crop output value.

The annual food loss is about 33 million tons, which can supply a large city with a population of 10 million for 20 years.

"The area of farmland plagued by rodents in Guizhou is about 8 million acres all year round, mainly rat Rattus norvegicus. If it is not prevented and controlled in time, about 150,000 tons of grain will be lost every year."

Rodents not only harm food crops such as rice, corn, and wheat, but also harm economic crops such as fruit trees, vegetables, and Chinese medicinal materials. What is more serious is that they also spread more than 30 diseases such as plague, posing a serious threat to human survival and health.

Through research, Yang Enlan found that the construction of rat monitoring networks in China's agricultural areas has achieved certain results in recent years, but the formulation of relevant industry standards still needs to be strengthened.

"There is currently no special 'Technical Standards for Monitoring and Control of Rattus Norvegicus in Agricultural Areas' in my country. Its monitoring and prevention still follows the "Technical Standards for Monitoring and Control of Rat Pest in Agricultural Areas" formulated in 2007 and the "Technical Specifications for Rat Pest Monitoring and Prevention in Agricultural Areas" formulated in 2010 "Control Technical Regulations". Since the two industry standards have been formulated for a long time, it is difficult to meet the actual needs of Rattus norvegicus monitoring and control. Therefore, it is very urgent to formulate relevant industry standards in a timely manner." Yang Enlan also mentioned that in recent years, there has been a frequent flow of rat monitoring personnel. Problems such as these are becoming increasingly prominent, and it is imperative to build a team of rodent pest control talents with high professional standards.

Yang Enlan suggested that we should take "protecting ecology and industry" as the goal of rodent prevention and control in the new era, establish the concept of "unified rodent control, scientific prevention and control", and take multiple measures to carry out green prevention and control of rodent pests in agricultural areas; at the same time, increase training efforts, Formulate and introduce relevant incentive measures to further stimulate the enthusiasm of rodent control personnel, carry out high-quality rodent prevention and control work in agricultural areas, and build a solid foundation for food security.

Over the years, Yang Enlan has been deeply involved in the agricultural field at the grassroots level. He has also paid special attention to the development of Guizhou's mountainous and efficient agricultural industry.

"Guizhou has many mountains and little land, and farming conditions are limited. Our work is also based on protecting farmland and ensuring output to ensure a stable and safe supply of food and important agricultural products."

In Yang Enlan's view, the key to scientifically promoting high-efficiency agriculture with modern mountain characteristics in Guizhou is to find the right development model and path and develop local advantageous industries according to local conditions.

At the same time, it is necessary to improve the intensive processing of specialty products, strengthen scientific and technological innovation in key agricultural fields, and build agricultural product brands, increase the added value of agricultural products, and enhance market competitiveness.

"For example, in Shuicheng, it is difficult to develop large-scale standard agriculture due to high mountains, deep valleys, and fragmented land. Over the years, we have made use of our strengths and avoided weaknesses, focused on climate advantages and resource endowments, and deeply cultivated characteristic industries to create Shuicheng Spring Tea, Chuhao Prickly Pear, and Red Heart Kiwi. An upstart brand of Guizhou mountain specialty agriculture."

In recent years, based on mountainous resources, Guizhou is accelerating the construction of a modern and efficient agricultural province with mountainous characteristics. Focusing on "richness lies in farmers", it focuses on the development of 12 major specialty industries such as tea, edible fungi, prickly pears, and Chinese medicinal materials, and focuses on "variety, quality, and branding". We should write good articles on "local specialties", promote intensive processing of products, and transform "ecological advantages" into "development momentum."
