Representative members have paid extensive attention to the "one-card" service for residents with social security cards and put forward good suggestions and proposals in terms of enriching application scenarios and developing special services. As of the end of January this year, the number of cardholders nationwide reached 1.38 billion, covering 97.9% of the population, of which 970 million people received electronic social security cards at the same time. In 2023, services will be provided to 15.1 billion people.

The working mechanisms of regional coordination, departmental coordination, and ministry-provincial collaboration for the “One Card” in various regions have been continuously improved, and six provinces have completed the “One Card” legislation.

The electronic social security card has opened a national "all-in-one card" service area and is connected with the national government service platform, and its application service capabilities have been continuously enhanced.

  Second, application scenarios are becoming increasingly abundant.

First of all, "card use for all businesses" has been basically realized in the field of human resources and social security, and employment subsidies and social security benefits are generally issued through social security cards.

All localities have actively expanded the application of "one card" in the fields of government services, medical treatment and drug purchase, transportation, cultural tourism and other fields. It has fully supported cross-provincial pension collection, direct settlement of medical treatment in other places and other services, and most regions have included fiscal subsidy funds to benefit people and farmers. The issuance of social security cards has also been extended to include scholarships and bursaries, work-for-service remuneration, etc. in some areas, providing a full range of convenient services to the masses.

  Third, there are many highlights in special services.

For example, Zhejiang focused on "one old and one young" to build a "Respect for the Elderly" scenario for the elderly to use cards, and innovated the "Xuesheli" scenario for students to use cards.

For another example, Qinghai has opened up the issuance of social security card benefits and mobile payment applications.

A social security card theme park has been built in Qingdao, Shandong Province, providing immersive experiential services and forming a "one-card" application ecosystem.

  Fourth, the results of the regional “one card” are initially showing.

The Yangtze River Delta region has implemented 52 “all-in-one card” items.

Beijing, Tianjin and Hebei signed a cooperation framework agreement on the "One Card".

23 “all-in-one card” services have been launched in Sichuan and Chongqing regions.

Hainan, Guangdong and Guangxi issued the "Guangdong and Guangxi Love Hainan Annual Tourism Card".
