According to interviews with investigators, two Chinese company managers have been referred to prosecutors on suspicion of defrauding them of COVID-19 sustainability benefits. The building where the organization where the two men were executives has been pointed out by overseas human rights groups as one of China's "police bases" in Japan, and the Tokyo Metropolitan Police Department is investigating the details of its activities.

The two people referred to prosecutors are both Chinese nationals, a 59-year-old female company executive from Warabi City, Saitama Prefecture, and a 44-year-old female company manager from Sumida Ward, Tokyo.



According to people involved in the investigation, in July 2020, he is suspected of defrauding 1 million yen in COVID-19 sustainability benefits by pretending to be the manager of a chiropractic clinic.



The two were executives of an organization for Chinese residents in Japan located in Chiyoda Ward, Tokyo, and the building where this organization was located was revealed in a report published in 2022 by Safeguard Defenders, a human rights organization based mainly in Spain. The book points out that there is a suspicion that it was one of the "police bases" that China has established around the world.



The Metropolitan Police Department investigated this organization in May last year by searching its offices, and found that this organization was engaged in activities to support the renewal process of driver's licenses in China.



At this time, no acts that violate Japan's sovereignty have been confirmed, but the Metropolitan Police Department is conducting a detailed investigation into the activities.
