China News Service, Shanghai, February 16th (Li Shuzheng and Xu Bo) "This is the last time I participate in Spring Festival security. I cherish it very much!" On February 16th, Zhou Hong, a policeman from the Expressway Brigade of the Traffic Police Detachment of the Jiading Branch of the Shanghai Public Security Bureau, came early. Go to the post of S5 Shanghai-Jiaxing Expressway to carry out the work of diverting traffic flow during the return peak.

Zhou Hong is a Dragon and will retire in April 2024. The Shanghai-Jiaxing Expressway is the first expressway completed and opened to traffic in New China. Zhou Hong became the first generation of expressway traffic police at the age of 24, and was fortunate to be a witness and witness to the continuous development and improvement of expressway traffic management.

On October 31, 1988, Zhou Hong, who had three years of experience as a traffic police officer, passed various selections and trainings and became a highway traffic police officer as he wished, and participated in the opening ceremony of the Shanghai-Jiajia Expressway. At that time, this highway had once become a tourist attraction, and there was no precedent for highway traffic management in mainland China. Zhou Hong, like the thirty traffic police colleagues in his team, "crossed the river by feeling for the stones" in practice.

In the late 1980s and early 1990s, there were not many vehicles on the road, mostly trucks. Although he is a highway traffic police officer, his work is mostly concentrated on the "two ends" of the road. For over-wide and overloaded vehicles, Zhou Hong strictly checks and controls the "entrance gate" when on duty to prevent such vehicles from entering the highway. Spring Festival is the busiest time of the year. Some buses are overloaded to carry more passengers. Zhou Hong and his teammates work overtime to check every bus entering the expressway. On one occasion, Zhou Hong found an overloaded passenger in the trunk of the vehicle through careful inspection, effectively eliminating potential safety hazards on the highway.

As the times change, there are more and more high-speed traffic flows, and the high-speed service mechanism is also constantly changing. Zhou Hong clearly remembers that in 1995, the team began to set up night shift positions and strengthen night management work. From the initial point guarding to the later point guarding and line patrol, Zhou Hong gradually became accustomed to the rhythm of morning and night shifts.

In 2012, another Year of the Dragon, the Shanghai-Jiazhou Expressway became toll-free to cope with the tidal changes in traffic flow. On every working day, Zhou Hong would appear on time during the rush hour to provide relief on the congested sections.

Whenever there is a large passenger flow on the expressway during the Spring Festival, May Day, National Day, Qingming Festival, Winter Solstice and other nodes, the branch will carry out high-speed and ground-linked diversion and emergency management according to the plan. Zhou Hong is always like a screw nailed to his post. superior.

In the development process of high-speed traffic accident handling, Zhou Hong has also experienced changes in different eras. When the Shanghai-Jiazhou Expressway first opened, there were basically no major accidents, and it has maintained zero fatal accidents for many years. Under normal circumstances, traffic accidents are handled by the accident police. Zhou Hong rushed to the scene as soon as possible after receiving the alarm to protect the scene and conduct an investigation together with the accident police. At that time, every accident had to be photographed and evidenced and the scene map drawn by hand, so it took a certain amount of time to evacuate the accident vehicles.

At that time, there were no technological facilities. In order to strengthen the rectification of speeding violations, the team was equipped with manual speed measuring devices. According to regulations at the time, when a highway is approaching an exit, vehicles must gradually slow down according to the speed limit of 80, 60, and 40 kilometers per hour to ensure safety. Zhou Hong carried out manual speed testing at the highway exit to investigate and deal with speeding behaviors.

With the development of science and technology, various devices such as electronic snapshots and interval speed measurement have also emerged. The application of technology has made driving more standardized. With the improvement of people's living standards, the average daily traffic volume on expressways continues to increase, and the expressway lanes have also changed from the original two-lane one-way to the current three-lane. Collision accidents caused by lane changes occur from time to time.

On the eve of the Spring Festival this year, Jiading Public Security Bureau deployed drones on the highway to monitor and guide large passenger flows and control illegal lane changes and other illegal behaviors. With the establishment and improvement of the national highway network, the high-speed police experience accumulated by Zhou Hong and his colleagues, assisted by the continuous iteration of adaptive technology, provides effective reference for national highway traffic management.

"It's no problem if it's above zero, but it's freezing and I can't stop the car!" Driving on the highway is fast and it's very dangerous in emergencies, especially when encountering severe weather such as heavy fog, rain, snow, and ice, Zhou Hong said. Work diligently to investigate every hidden danger point and prevent accidents from happening.

At the beginning of the 21st century, a colleague died in the line of duty while working on the highway. Zhou Hong was deeply touched. The dangers on the highway were very high, so he continued to raise his requirements for himself and was well aware of various dangerous situations. At the same time, he also made every effort to protect the safety of people's lives and property.

One night many years ago at 23:00, a two-car accident occurred 300 meters south of the Malu ramp from Shanghai to Jiading. Street lights had not been installed at that time. Zhou Hong rushed to the scene and found a female driver squatting behind the accident car. He quickly He stepped forward and dragged her to a safe area, and then took corresponding protective measures. The female driver was afraid after thinking about it and sent a banner to Zhou Hong the next day.

After continuous exploration and practice, the high-speed traffic management work of Jiading Branch has become mature. "I will stand on my last duty before I can retire with peace of mind." Zhou Hong said. (over)
