The musician and singer Julia Neigel has suffered a first defeat in the dispute over corona rules in Saxony. In a partial ruling, the Higher Administrative Court (OVG) in Bautzen rejected their lawsuit against 2G Plus restrictions for cultural events. The reasons for this decision will be published in about two months, the OVG announced on Friday. Neigel could then apply for approval of an appeal to the Federal Administrative Court.

Neigel and her band became known in 1988 with the song "Shadows on the Wall", then under the name Jule Neigel. Specifically, the singer had filed so-called regulatory control applications against two Saxon corona protection regulations from November 2021.

The OVG has not yet decided on the second part of the lawsuit, which concerns 2G rules for major events, cultural institutions and indoor dining. During the corona pandemic, “2G” stood for “vaccinated or recovered”.

Neigel accuses the Free State of Saxony of introducing a 2G vaccination requirement for concerts after the pandemic corona situation in Germany was lifted and of closing all cultural establishments for months. At the oral hearing last week she spoke of an “arbitrary handling”. She said she incurred losses due to canceled concerts.

Applications for bias had also been made against the members of the 3rd Senate of the Higher Administrative Court. These were rejected, after which the Senate passed its partial verdict, the OVG announced.
