A 59-year-old suspect was arrested on charges that he was angry over a phone call from Saitama City stating that he would not be provided with transportation expenses for a hospital visit, and continued to make calls intermittently for 11 hours, obstructing the city's work by forcing city employees to respond. The suspect arrested was Yoshikatsu Etsuri (59), an unemployed man from Nishi Ward, Saitama City.



According to the police, in January last year, he was accused of intermittent telephone calls to the Welfare Division of Saitama City's Nishi Ward Office for approximately 11 hours and had three employees respond to the call, and was suspected of obstructing business operations by fraudulent means.



The suspect appears to have been angry that he received a phone call from the city and was told that his transportation expenses for going back and forth between the hospital and his home multiple times on the same day would not be reimbursed, so he hung up the phone and either called himself or called a staff member back. I used to let them do things.



On the phone, he reportedly said things like, ``I'm going to make you taste hell. Let's go there now. I don't mind getting involved with the police.''



The city of Saitama has received more than a dozen inquiries regarding similar calls, and police are investigating the matter.



In response to the investigation, he denied the charges and said, ``It's a mistake. I will remain silent.''
